Paper Qualifications are such as a license distributed through testing and experience. The local AHJ (Authority Having Jurisdiction) has standards set that must be passed in order to obtain a license with each state in the United States being different from eachother. Types of licenses include Manufacturer, Distributor, Jobber, Pyrotechnic Operator, Special Effects Operator and Flame Effects Operator with the last three being required to actually shoot pyrotechnics in a display. Also, permits are needed to put on a display or to sell consumer grade (1.4G), i.e. a fireworks stand. These permits include Single Display Permit, Multiple Display Permit, Agricultural/Industrial/Wildlife Permit (NOT for public display) and Retail Fireworks Permit. The best source for testing and local regulations is your local fire marshalls office or your state's department of insurance.
